Public expenditure has increased by 3% annually since 1998. This sector includes all government and government organizations. The increase resulted mainly from increased services, such as education and health.
Expenditures in the market or in the business sector grew by 1.3 percent on an annualized basis, while services increased by the same amount.
The Ministry of Social and Cultural Planning reports in a public report, which provides an overview of developments in the expenditure of 27 public services between 1998 and 2015.
In 1998 public expenditure on public services amounted to € 74 billion. In 2015, this amount increased to 123 billion USD. SCP stresses that it does not concern paid amounts, for example, Social Security.
Expenditure on long-term care and long-term care increased significantly
The differences between parts of the public sector are large. In the so-called treatment therapy (aimed at healing and treatment) expenditure increased by 32 percent, in long-term growth was 27 percent. This is partly because of the aging population. (9 percent), social security (2 percent) and other sectors (7 percent) constitute a much smaller share of the expenditure.
In 2015, the government financed about 60% of the total expenditure on public services. Citizens provided 7% of their payments and the remaining 33% fell largely under collective programs such as the Health Insurance Act.
According to SCP, rising personnel costs are the main cause of the increase in public expenditure. They take about two-thirds of the total expenditure.
